Video and Performance

Why is it that when video gets used as part of a larger show, it rarely plays a role greater than that of wallpaper--a visual enhancement to "enliven" the performance, rather than being allowed to play a role in the way that any other "performer" does?
For example: earlier today I watched a video of the The Rock Concert show by Blue Man Group, and except for a brief moment when the video showed falling papers, it was little more than wallpaper for the rest of the show. Now perhaps I'm being unfair, but if they could get it right for one section, then why not elsewhere?
